HB 2406 The Medically Involved Waiver
Directs Department of Human Services (DHS) to provide in-home nursing care, durable medical equipment and respite care for children with physical and developmental disabilities. Requires DHS to begin enrolling 125 children by January 1, 2008 and authorize DHS to enroll an additional 25 children per year.
HB 2407 Oregon’s Family Option Act
Expands eligibility criteria of Oregon Health Plan (OHP) to include children with disabilities whose family income is no more than 300% of federal poverty level (FPL). Creates buy-in program for children with disabilities whose family income exceeds 300% of the FPL. Directs Department of Human Services (DHS) to adopt standards for premiums, co-payments or deductibles. Prohibits co-payments or deductibles if family income is below 250% of FPL.

Prosthetic Parity
Requires coverage under health insurance policy for prosthetic and orthotic devices.

HB2524 Hospital Infections
Requires Health Care facilities to collect data on health care facility acquired infection rates. Establishes the Oregon Health Care Acquired Infection Reporting Program in the Office for Oregon Health Policy and Research (OHPR). Directs OHPR to adopt rules for the reporting program. Establishes the 16-member Health Care Acquired Infection Advisory Committee, specifies the committee’s membership and terms of office, and directs the committee to develop and present recommendations to the OHPR Administrator. Directs the OHPR Administrator to present an annual report to the Legislative Assembly and the public.
HB2641 Local Option
Increases school district local option property tax limits. Increases dollar limit from $750 to $1,000 per weighted student (ADMw) and percentage limit from 15% to 20% of school equalization formula revenue that, if exceeded by a district, reduces the district’s State School Fund revenue by the amount above the lesser of these two limits. Increases the $1,000 limit by 3% per year beginning in 2008-09.
HB 2648 Pharmaceutical Companies: Gifts
Prohibits pharmaceutical manufacturing companies from providing certain gifts in conjunction with marketing of prescription drugs. Authorizes imposition of civil penalty for violation. Establishes Pharmaceutical Marketing Penalty Fund. Continuously appropriates moneys in fund to Department of Justice for administration and enforcement of Act.
HB2650 School Junk Food
Establishes nutritional standards for entrees and snacks served in public school cafeterias or vending machines based on grade level and best available science.
HB 2769 Community College Funding
Specifies method of calculation amounts to be distributed to community college districts and community college districts and community college services districts from Community College Support Fund. Continuously appropriates moneys in fund to Department of Community Colleges and Workforce Development.
SB183 Rural Doctors Subsidy
Changes definition of “rural” and extends the Rural Medical Professional Liability Insurance Program until 2011 by capping subsidies at 2007 levels. Sets new rates for subsidizing obstetricians, gynecologists, and primary care physicians. Broadens program to include certified nurse midwives.
SB337 Medical Malpractice Reporting Reform
Clarifies who is required to report malpractice claims to the Board of Medical Examiners and other health care professionals' regulatory boards. Increases the reporting requirements for self-insured health organizations to the BME. Specifies what information about the claims the Boards must make public. Clarifies what specific information must be reported.
SB329 Healthy Oregon Act
Creates the Healthy Oregon Act and identifies principles on which the act is based. Establishes the Oregon Health Fund Program and goals. Establishes the Oregon Health Fund Board to administer the Program and specifies qualifications for Board members, term limits and administrative processes. Requires Board to establish federal subcommittee to examine and recommend exemptions from federal law that impede achievement of act and to request Oregon’s congressional delegation to hold hearings on federal policies through the state and in Washington, D.C. Requires Board to develop a comprehensive plan to achieve the goals of the act, based on recommendations of finance, delivery, benefits and eligibility subcommittees. Requires delivery subcommittee to develop requirements for entities that will contract with board to provide coverage to Program participants. Directs the Oregon Health Policy Commission, the Office of Oregon Health Policy and Research (OHPR), the Health Service Commission and the Medicaid Advisory Committee to compile data and conduct research to inform decision-making of the subcommittees. Requires Board to report to the legislature by February 29, 2008 on the subcommittees’ progress. Requires Board to hold public hearings on the comprehensive plan and to present the finalized comprehensive plan to the Governor, Speaker of the House of Representatives and President of the Senate by October 1, 2008. Requires all Oregon residents, not covered by an insurance plan or eligible for public benefits, to participate in the Program and allows all other Oregonian residents or persons whose primary employment is located in the state to choose to participate. Requires OHPR to develop a plan for evaluating the implementation and outcomes of the comprehensive plan.
SB 492 State Oversight of Amateur Cage Fighting
Renames Oregon State Boxing and Wrestling Commission as Oregon State Athletic Commission. Modifies authority of Superintendent of State Police to regulate boxing and entertainment wrestling. Establishes Oregon State Athletic Commission Medical Advisory Committee. Requires commission to assign medical personnel to boxing and mixed martial arts events.
SB 570 Animals in Disasters
Requires Office of Emergency Management to prepare written animal emergency operations plan to provide for animals during major disaster or emergency. Requires State Department of Agriculture to prepare written livestock emergency operations plan to provide for livestock during major disaster or emergency. Allows person engaged in search and rescue operations to rescue certain animals.
SB 571 Smoking in Places of Employment
Expands prohibition of smoking in public places and places of employment. Specifies certain exceptions. Increases fine for permitting smoking in places of employment.
